Basis
On December 1 2009, I first reported my suspicions to the Portsmouth Police that a recorded delivery letter included in the 'evidence' against me had been stolen.
To be more exact the 'offending item' was the envelope froma recorded delivery letter whch originally contained a request to a fellow tenant to forward my mail. I had sent it recorded delivery because two previous requests had produced no reply.
I asked the fellow resident an 'abstract' question as to whether he had received a recorded delivery letter from me and he replied that he had not.
This meant that the my report of my suspicions about a theft of a recorded delivery letter was based on the following points
- The letter had quite patently ended up in the hands of someone for whom it was not intended
- The intended recipient said he did not receive it
The intended recipient had replied to the letter that I had enclosed in the envelope, so there was no reason for him to falsely deny receiving it (i.e it would appear that when he received the letter, it was no longer a recorded deivery letter).
Obviously the recorded delivery letter envelope was attached to a different letter in the police station than the one it originally contained, so ther appears to be an obvious problem with procedures.
Essentially, despite the fact that my harasser had hit me three times etc., tbe police just accepted the documents he produced without questioning their provenance.
Police Response
The police response was to ignore me. After a while I complained to the IPCC.
